How much of this is coming from the very generals and senior military, intelligence and political leaders who failed us for nearly two decades - always promising that with a few thousand more troops, a few billion more dollars, a few more years - we could create a modern democratic Afghanistan that would be strong enough to keep Al Qaeda and other terrorists groups at bay.
